Il Parlamento lo comanda il partito/coalizione che vince le elezioni.. cioè, precisamente non lo comanda nessuno: dipende dalla quantità di rappresentanti che il Governo ha alla Camera ed al Senato

Se Prodi presenta una legge al Parlamento, è il Parlamento che decide se approvare quella legge o no.. dunque, Prodi non comanda il Parlamento.
